When the spin cycle starts it will make a winning noise. It will get to 3/4 spin speed and make a sound as if the clutch is not ingaging. I have replaced the clutch. What is my next option. Would the capacitor cause this problem?

The capacitor is not likely to be the problem. It sounds like your brake shoes are dragging.
