OK Denman I'm on it once again. Here come da meterman.

Update to above 8/27 11:48 AM:

Traced back to Heater Relay (306199). bypassing HR wires #9 BLK and #3 BRN yeilds 120 VAC.
Can you tell me how to check it properly to be sure this is the culprit?

Warzdad,

You also need to check for the low voltage to the heater relay from the control board :

Basically the 2 small (3/8")terminals are the DC volts from the control board.

Red #27 and BLK/BRN #30 you should read 24 VDC across the wires when you select any heated dry cycle and start the dryer.

If you have the 24 VDC there,and 120 VAC on the Blk wire #9, but the unit has no heat, you've got a bad relay,open hi limit thermostat, open heater element.

No 24 VDC indicates a broken wire or bad control board.

No 120 VAC indicates no L1 from the outlet/power cord.
