That test would show if the board is supplying voltage to the fan. Most likely it is a bad fan motor, here is that part------->Part Details - GE Motor, DC Evaporator Fan ( W/O thermister ), part number: WR60X10185

This might be better for you to use------>Part Details - GEH Fan/orifice fan ass, part number: WR60X10097

If you buy just the motor, you need to take the thermistor wires out of the old connector and put in the new connector. If you get the assembly, everything is already wired.
