Dryer runs fine but no heat...

Cleaned out all lint

Ran dryer with duct removed... great air flow

With power disconnected and terminals removed I get 19 ohms on each of the 2 sections of element and 38 when measured all together. This matches the schematic.

With power on and dryer set to "more dry" but not running I get 220 volts at element. With dryer running I also get 220 volts at the element.

Is it possible to have 220 volts at the element and good resistance but still no heat?

No
Something weird is going on.
Not only should the heating coils, heat up when power is applied but there should be no voltage to the coils when the motor is not running.
There is a centrifugal switch on the motor which closes when the motor gets close to operating speed and provides power to the coils. This is to ensure that the coils do not heat up until there is air flow over them.
