Dryer will not heat. Thermal fuse is good and heating element shows 6 ohms across terminals. Thermal cut-off sensor shows open circuit. Is this sensor normally open or closed?

It should be closed, so go ahead and replace it, and replace all of the thermstats while you are at it.

Also, clean out the inside venting and the venting to the outside. Then you should be all set.
