The rear left electric burner is a double ring. The outer ring doesn't heat-up. Only the inner ring heats up.

Is this something that can be fixed do-it-yourself?

The problem could be a bad heating element, a bad switch for this burner or both of them. You have to have a simple multimeter to check the parts according to the wiring diagram.
