We have a Maytag electric stove model MER5755BISQ and it is about 3 years old. The problem is that the oven temperature will not go over 220 deg. I have tested the broiler and it works. I have tested the self cleaning oven and it works. From what I can tell when I did the self cleaning oven the bottom element did heat up. I checked the area where the pans are at and the top of the bottom of the oven did get hot. So I do not think that is the heating element. Could it be the oven temperature sensor? If so how do I test it? How do I replace it?

All parts of the interior of the oven should reach the same temperature through the conduction of heat. Someone should actually inspect and test the bake element and probably also confirm it is getting power when it should be heating.
