Compressor is not running neither are the fans but they do run on the service test.
All service tests seemed fine except the first one
Control board defrost shorted.
So I guess it's the control board ? Could a wire just be Loose or its fried ? Could it be other problems.
Thanks for the quick response
If I unplugged and plug in I hear the vibrating sound for about 10 secs before it shuts, no clicking noises or anything after that

Yes i meant defrost thermostat shorted. So i guess that's normal because the temperature in the freezer is not cold at all right now. there is nothing frozen in the freezer the coils are fine.
I would buy the control board but im not sure how to take the top pannel off to replace it. The control board for this model is inside the fridge on the top, i can remove the plastic cover to change light bulbs but can't remove the rest of it. I wanted to check to see if there is a burn mark on the control board then i can definitely know its no good. What i dont understand is if the control board is shot, how can it be displaying those flashing 0's even.

I would remove it and check it. At room temperature it should be open. On this thermostat that is 56,000 ohms. It must have this resistance and not infinite ohms. When frozen it should be 0 ohms. You can hold it onto an ice cube to close it. Also if it is deformed/bulged then it ios bad even if it tests out OK. Hi thanks again for the quick reply. Any videos on how to take it out like I said earlier I can't get the top of the thermostat to disconnect from the fridge I don't want to break the plastic I would say the temp in the fridge is room temp ur the freezer is probably around 10 degrees
