washer fills and drains but water wont circulate...removed down to & including the chopper assembly & check value. can spin the impellar. thought I had a bad motor so wanted to see if it spun. since it does what do I do next

The motor could still be bad.
I would check to see if I'm getting voltage to the motor during the washer cycle. If you have voltage to the motor, but it does not run I would replace the motor.
