I replaced both belts, Drive, and Pump, but the washer still refuses to agitate. It drains, and spins fine. The timer appears to work fine as well.

I removed the drive belt, and attempted to turn the large drive pulley counterclockwise by hand, but it's very stiff. How easy should the large drive pulley turn counterclockwise by hand? If it's too difficult to turn easily by hand, what parts need to be replaced?
