Fridge/Freezer not cold but "cool". Cleaned coils. The condenser fan is running continuous, the compressor only comes on every 2 or 3 mins and then only stays on for about 15 seconds. I've turned freezer and fridge settings in various configurations but no change. When compressor starts the outlet line gets hot.
