Hello HVAC people, I have a International Comfort Products natural gas package unit. MN:PGF036K080E. At least 10 years old. Igniter = Honeywell Q3400A 1024.

When the thermostat is turned to heat the only thing that comes on is the inducer fan. I have checked Youtube videos and gotten advice from friends and everything seems to point to the igniter except that it ohms out at 3.8 ohms which is what a video said was correct for a room temp igniter of this type (Honeywell Q3400A 1024). Can the igniter read 3.8 ohms and still be bad? if not can someone guide me as to what to check next. The control board was replaced about 3 months ago by service tech due to the old one being shorted out by a snake and a lizard.

Conditions:
No glowing of the hot surface igniter
Igniter resistance = 3.8 ohms and no signs of cracking
No clicking of the gas valve.
pressure switch is making.
4 pin plug at gas valve:
<Update> 24v at igniter post (Update - 24v at post is intermittent)
24V to gas valve constant 24v post.
No 24V at after gas on post
circulating fan never comes on as far as I can tell by listening
Cooling mode works fine.

Its supposed to be in the low twentys Tuesday morning. (I know many people will have it a lot worse than me farther north)
