If you have a 3 in 1 already, it's probably shot. You could try hitting the side of compressor when it tries to star. Use a rubber mallet to start with.
It sounds stupid, but I've gotten a few to start that way. They shut off hot and seize. Sometimes a sharp blow can knock them loose. Wait till it cooled off to try this.

The unit has a 3 in 1 relay installed, if it is bad could it still be giving 120 volts to both windings?

It could be a bad compressor or a bad relay. The only way to know for sure is to test the compressor with a Compressor Analyzer or if you had a new relay to put on it. Or use something like a Supco RCO410 on it.

I've never seen this problem before. The frig was in a brownout. The compressor windings show continuity, and the relay provides 120 V to both windings. The compressor gets warm, but doesn't start. The only thing I can think of is a mechanically seized compressor or a bad capacitor. Any ideas?
