A few problems that can cause your issue,
1. a crack or hole in the air pressure line from the tub to the water level pressure switch (uncommon)
2. a clog in that line from detergent and or softener slim build up (more possible)
3. a defective water level switch (most common) here is the part you need

Washer over fills with water. Won't start to agitate. Does not spin either. I've tried resetting the motor. I've checked the air pressure line that connects to the water dial and nada. It does make a humming noise and clicking sounds. Help please? What can I do?:confused:
