It could be a few different things, but the straps do need to be replaced.
The drive bell under the agitator could be stripped, bolt could be loose or broken, the drive coupler on the motor could be broken, or the belt off.

I bought this washer used and It will fill and you can hear the agitator moving but it does not move in the tub. it will drain and spin. I took the top off and noticed that there are four rubber straps that hold the tub in place and that three of them are broken if I replace these will it help or is the washer toast?
