Your thermal fuse is Item 5 in the "Heater" section.

It should be 0 ohms.

Your thermofuses and thermostats should read closed when the dryer is not hot.

You mentioned you have both legs at the outlet, have you looked at the terminal block where the cord attaches on the back of the dryer? Make sure you get 120v from each leg to your neutral. Below is the diagram.
