Operate it with the front panel off and see if you can see what is happening during the spin cycle with the belt that is on the pump. If it is turning then there may be an obstruction in the hoses somewhere that you have not been able to find.

Unable to drain washer in spin cycle. Checked hoses and replaced pump but still doesn't work
