Here are your parts.

First check the holes in the spray arm to be sure they are clear.
If clogged I find it easiest to clean them by starting a cycle so the debris is wet and then pulling it out with tweezers.
taking them off and rinsing them out often leaves crud in them so is not reliable.

Check that the filters are clean.

Check the water level. Most units fill to just under the heating element.
A good way to check is to add a couple quarts of hot water after a fill to see if it then runs OK. Just be careful to not over fill it.
Often the pump will be noisier if it is starving for water.

If it now washes OK then I would check the screen filter on the input side of the water valve for a partial plug. If dirty clean it. Do not permanently remove it from the valve as it is there to keep crud out of the valve which could hold it open and cause a flood.
Just be careful to not over fill it.

Dishes not as clean anymore. bottom spininer arm seems to be moving well, not sure about upper spinner arm. i mark location, seems hard to tell if its rotating or just moved a little. just bought new logic control board and whole new switch panel and installed them. Runs full cycles. HELP !
