If the element is on full then odds are that there is a problem with the control board (Item 16 in Section 1).

Probably the contacts on the bake relay are welded together.
Could also be that the board is keeping the relay energized when it should be off.

I have a GE electric range/oven, and the oven will not shut off. The lower burner will stay on. I have to shut the breaker off at the electric panel. The range is around 8 to 10 years old. Is the temperature dial switch bad? What should I check first?
