Most likely the problem with your oven is a bad relay board.

A year ago I had my top oven repaired because it would not heat up. It was this same time of year so the repairman solder something together instead of ordering a part to get us by. Well it has happened again and I cannot remember the name of the part that I need. The oven will broil and if I turn it to broil first and then turn it off, then turn on to bake I can sometimes get the oven to heat up. It seems to have a short. Any suggestions?
