Check the bake element for a bright spot along its length or a poor connection. Though normally they just blow open.
Check the temperature sensor
Next would be a bad high limit - though I doubt it is bad as it also effects the broil element.
After that all that is left is the control board.

when we preheat our oven it takes a long time, and then it cooks really slow and sometimes not at all. the broil works fine but it appears the bottom element kicks off and on very often?
