First, regarding the xlo burners. When in the XLO area the two left burners will cycle off then on. The timing depends on where in the xlo area you are, i.e. it ranges from 53 on to 7 off on one end and 57 off to 7 on on the other end. If this is what's occurring, then nothing is wrong.

For the oven, if the heat light is on then the thermostat is ok. The t-stat feeds power to that light when it's calling for heat. The light and the hot wire relay, located behind the toekick, are in parallel, so if the heat light is on this relay should be closing, meaning you may have a bad relay. This could also be a open high temp cutout, which is below the oven mounted on a tube that you'll see when looking behind the toe kick.

Two burners on the left side of the cook top have XLO on knob. When knob is in this position the solenoid drops out and no flame. Both burners do the same thing. Is this normal ? Owner not happy about it.
Oven will not maintain set temperature. Heat indicator light is on but no rise in temperature. Suspect bad thermstat but don't know how to get top off the range to change out the sensing bulb.
