Make sure you are getting water to the cold water inlet. It might also be the water valve or the temperature switch. Either way, I think you're just not getting cold water.

Move the timer to the spin cycle. If nothing happens check the lid switch, it is probably bad. If it does spin, check and see if it will go into spin if you raise and lower the lid after it stops. That would indicate the timer is not pausing the motor to allow the transmission to shift into spin.
