The defrost heater should be getting 110-120 volts.

Sorry I should have said I have replaced the defrost timer (see attached photo) and that does not seem to make a difference. I also replaced the defrost thermostat so that is not the cause. It is a bit baffeling that I would only get 13V to the defrost heater.
I did not check the Voltage coming into the defrost timer but presumably it is 120 since it spins the evaporator fan when the normal cycle in engaged.
Any other ideas?

I have had a problem with my fridge where the coils freeze up and the refridgerator does not work properly. I have islolated the problem to the defrost heater (WR51X10027). The part is no longer available and in my search I am not able to find one anywhere online.
When I test resistance, the heater element measures exactly in range at 29 ohms. I have replaced the defrost timer and it is working properly and kicking on for the alloted 30 minutes. The defrost heater does not heat up when the defrost timer kicks in.
I tested the voltage coming to the defrost heater and it measure 13 Volts when the defrost timer is engaged. I am not able to locate a repair manual so not sure if this is too low a voltage. Anyone with a manual or the knowledge whether the defrost heater should be getting more Voltage? And if this is too low, what is the likely cause?
I have replaced the defrost thermostat so that it not the cause.
For what it is worth, I have attached the wiring diagram.
