Could be the compressor, the start device or the capacitor. Below is a site with info on how to check these parts. How To Fix a Refrigerator - Appliance Repair Guide - ACME HOW TO.comI cannot find tech info on this unit so do not know if it is a start relay or a PTC (electronic) starter. In any case it looks like it is obsolete. Note that if the compressor winding grounding and resistance checks will tell you if a compressor is bad. It does not tell you that the compressor is good as it may have internal mechanical problems. If it is a compressor problem it is probably not worth fixing due to the cost of repair.

When you plug it in, it sounds like the compressor comes on for about 2 to 3 seconds then shuts off.

I thought that since it was a variable control that in moving from 1 to 10 you would see a change in resistance on an ohmmeter. For instance from 0 to 900 ohms. That the variable would be what caused the the change in temperature setting. Thank you.

Is there a way to test control other then open or close. I am not sure what you mean. The control thermostat is just open or close.
If the compressor is on all the time then it is not a control problem. The control is telling the unit that it is too warm but for some reason the freezer cannot get cold enough. This is most likely a sealed system problem and will be an expensive repair. Often it makes more sense to put the dollars towards a new unit.
