If it is wired up 3-wire then any bare metal on the frame is Neutral (ground).
Also the center terminal (white) on the terminal strip is Neutral.

Here are your parts
Parts for Frigidaire FEF366CCE Range - AppliancePartsPros.com

Here is a better copy of your wiring diagram.

Do the oven light and the surface indicator lights work.
If not then you may have a power problem (no neutral).
Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
Be careful as 240 volts is lethal !!!

If the lights work then probably the control board (Item 20 in Backguard Parts) is shot. You will also probably need a new overlay (Item 20A), the old one may get messed up trying to remove it.

I would check all the wires going to the control board especially L1 and Neutral.
You cold also check that the board is getting power but this can be a pain to do due to the limited space.
