The inlet valve fault is telling you the flow meter on the valve did not recognize water passing through the valve. The unit is time filled so even if no flow is detected it will remain energized allowing water through. Probably needs a new inlet valve.
Take a look at the control before ordering parts. Remove door and console. Pry open plastic covering and check for burn marks. If there was a flood and the underside was submerged it likely caused more damage than is worth repairing, for cost reasons. If diverted was shorted and burned up board scrap the unit and replace it.

This dishwasher had been in a basement that had a small amount of flooding. I tested it the other day to see if it would work. It started the cycle and water pumped in, but then stopped and the "Light China" light began flashing.
Searching online, I found this for the flashing code: "Light china" (the wine glass) flashes - A fault with the water inlet. Make sure the water valve is open.
However, water filling into the bottom of the dishwasher, so there doesn't seem to be a problem with water coming in.
What should be my next step to seek to repair?
