My Neptune washer has decided to not to spin or drain. If I put the dial on drain, and hold the start button, it just continues to fill with water. Needless to say, the tub is full of water. Is it the motherboard? Anything I can fix myself? (keeping in mind I don't have a degree in mechanical or electrical engineering.)

You have a second generation of one of the worst models ever built. If you got 10 plus years out of it this is the equivalent of winnng a medium sized lottery prize.
It is probably the electronics, but rather than putting money into the machine I strongly advise you to replace it with a nice, basic top loader. And take one dollar from the money you save by not buying a fancy front loader with microprocessors that will fail and buy a lottery ticket. With your luck you just may win.
