Spins, empties water but won't agitate. Tub will turn CCW but not CW. Agitator will not turn. Does this sound like a locked transmission? Is replace only option? Is there a way to unlock transmission? Thanks.

Sounds very much like your transmission, particularly if the motor is trying to turn in agitate mode.
Given the age of your machine and the costs of parts I would suggest replacing it. Get a basic top loader and you should be set for many years.
