Wash machine does not spin. Belts smell but all pulleys are operating freely. Drum Belt seems to be loose and will not turn the drum, however it operates in the wash cycle with no problem. Have the belts stretched and need to be replaced?

If it is really less than 1 year old you should be under factory warranty.

Without a full model number we can only give you the generic answer which is to check for something stuck between the tub and basket, and for problems in the water pump.
