no final spin, Top Loader

Well people need some help. the washer does everything but spin. Have the front off and watched a whole cycle. Agitates, pumps water in and out. At the time the spin quit there was smoke and the smell of burnt rubber which made me believe it was a belt but looking at the unit it looks as though there is only one belt and it is intact, although worn alot. Which or what could it be? belt, motor, clutch, any ideas.
