If the water will shut off when you manually stop the washer the problem is with your water pressure system. You have a pressure switch that tells the timer to stop letting in water when water fills the tub and the plastic tube coming from the tub to the pressure switch, creating higher pressure until the switch is activated.
Check to see that the tube is connected and not blocked, and if that is ok, try changing out the pressure switch.
If the water will not shut off when you shut off the machine the problem is with the inlet valves.

With GE washers, it's common for the bottom of the tub to get a buildup of soap residue. Just blow in the plastic line to the tub, then add 1/2 gallon of vinegar to the washer to dissolve it.
