I have a whirlpool duet that does not shut the water off during or after the cycle and was wondering if the water inlet valve could be the culprit

Try to fill it (You don't need to use clothes for this), and when it starts to wash, unplug the washer. If the water stops, it's probably something like a clogged or partially restricted pressure hose, not allowing the pressure switch to be satisfied. If the water continues to come in, replace the inlet valve.
