The washer will agitate, then stop and hum lightly; I have to advance the knob ~1/10 turn to get to spin.
I found the parts page
Replacement parts for General Electric WPSR4130W1WW Washer | AppliancePartsPros.com
and suspect the timer..?

Hi Ray

Since the machine operates without any difficulty it would seem the time is at fault.

Before replacing it I would take off the wires and clean everything good with contact cleaner and reseat it. That might do the job.

I just unplugged the washer and disassembled the timer and saw that one of the contacts was burned a bit. I cleaned them up by passing some fine carbide paper between them, blew them clean with electrical spray and carefully reassembled.
But, now, it does absolutely nothing at all! No matter where I turn the knob, it doesn't even make a sound when I pull the knob out. I'd swear that is is correctly assembled - it went together nicely.
I guess it's time to order a new one, unless there is a further suggestion.
I'll check the pins in the am for continuity now that I know how it works...

Fixed; something had blown the fuse at the house panel! Washer now spins as it should, with cleaned up contacts on the timer.
Still might needa solenoid, since the cold does not flow.
