With cold water, it works good for complete cycle.
But, whenever I select hot water, it gives me FH ( HF error) error code and stop working. Even after I reset it, same thing.

I can see that the hot water keep coming out of the hose and go through in soap box and inside tube even washer is not in use. The only way I stop the hot water is to shut off the main valve.

So far, I've cheched hoses and connection, no clogged, it was clean.

Is it problem with water valve or flowmeter?

To fix it, do I have to access it through top panel? because the dryer is
located on the top of the washer.

Sounds like you may need both. You will have to take off the top to get to the components.

yes you will need on of these make sure this is the right part before ordering I just fixed my Mothers Whirlpool Duet same thing was happening but it was the cold side it was stuck in the open position by hard water deposits you can access it through the top of the washer it's like 4 screws pop the top off becareful of the little wires on the valve selenoid besure to hold it by the plastic plug and remove them gently then remove the 1 little screw that holds the valve and the hose clamp but this surely fixed the problem Good Luck :) it was really easy but make sure there are several different kinds but they have pictures of them
