If I try to start the cycle at the beginning of the wash cycle, the machine does not fill or agitate. But, if I turn the dial to only the rinse cycle, the machine fills, agitates, and empties.

History: a friend filled the washer with heavy wet clothes...now it doesn't work. What broke?

Since the machine will go through a full cycle of fill, agitate, drain and spin on the rinse cycle it would seem you do not have a mechanical problem.

I would replace the time and see if that does not fix things.
