washer has been stored in an unheated area under freezing weather. when starting washer, water fill cycle wont shut off. what should i check first, and where is it located

If the water will not shut off when you shut off the machine, the water valve is probably the problem; if it will shut off when you shut off the machine the water level control is the problem.

If the water level control is not working, make sure the tube from the water level switch to the tub is clear and unbroken (it may still be filled with ice and that is your problem) If it is ok, try replacing the water level switch.

You can get to the parts by taking off the cabinet. This site will illustrate how.
