When I open the detergent/bleach/softener drawer to add ingredients before starting whe washer, I often notice that there is water standing in these wells - sometimes they're almost full. When I add bleach, I noticed that it was taking more than usual and then I noticed that it was running down the face of the window and into the drain. This does not seem right to me.

Sounds like your valve assembly is defective and will need to be replaced.
