The motor will not turn. I have disconnected the motor pn 3349644 from the pump and transmission, the wires are still connected to the motor. The motor turns freely, until power is applied. The motor is frozen and will not turn. If I spin the motor then apply power I did get the motor to spin but after many attemps I could not get the motor to spin with power. Do you think it is the motor or starting cap? The motor thermal switch did kick open if power is applied to long.

It is probably the motor, but since the capacitor is inexpensive I would try replacing it first. If that does not fix the problem, and you are certain you have power to the motor then I would replace the motor.

It is somewhat expensive, and you may want to consider getting a new or good used machine instead. A no frill top loading washer will do just fine.
