Washer won't spin with load of clothes in it. Does spin but makes noise when empty. I checked the belt which seems to be loose. But I don't see any way to tighten it. The motor mounting spring is in place and the motor does move freely in the slots. the belt does not seem to be terribly worn just loose. I did notice a fine black "powder under the machine, as if the belt was grinding.

Start by replacing the belt. It may fix things, and if not, a new belt is usually a good idea and not an expensive repair.

Tip the washer back and check for bad pump bearings or worn plastic pulleys.
