Can a defective actuator ever cause a no-fill situation?

This is a follow up to an earlier question today. I have a Kenmore 11026002010 that will not fill. When I try to start it, I get a "sensing" and "lid locked" light but it won't add water. The unit start sounded like it was agitating before I powered it off. I tested the inlet valves good by applying power directly to them and water started to fill the tub.
I was told that the actuator could be defective and may not be sending a signal to the control board to start the fill. Is this correct? I hate to spend the bucks on a new control board if the problem could be the actuator. Your best guess?
