Whirlpool Cabrio Motor hums but won't run, low voltage at terminals

Lid Lock blinks and gives F5 E1 error code when tested. Will not run due to this code. When 120V is applied to the CW or CCW terminals at the motor, it will run fine in either direction, but when voltage is applied through the main board, the motor hums and will not run, and voltage at the motor terminals is 102V. I force it to try to run by plugging and unplugging the washer twice, then manually closing the lid lock switch (it is loose on the harness, so is accessible). The motor then hums and tries to start, and will continue until I unplug the machine. The power switch has no effect. Does the main board control voltage to the motor? If the main board is not the problem, what else could it be? The run capacitor appears fine. I will replace the main board if necessary, but want to eliminate all other options first.
