I can run the washer on Delicate and everything works. I try on Permanent Press or Regular cycles and the washer will fill but not agitate or spin, but does begin to drain, though not completely. I am assuming a timer issue, but I don't want to order a $135 part and find out that it's the high speed winding of the motor. Any thoughts?

Its probably your timer. Whatever cycle you use the most, is usually the first to wear out.

Here's a trick that's worked for me many times in the past.

Select the cycle that is having problems. When the washer should be running but is not, wiggle/move the timer knob up/down or left/right. If the motor kicks in or makes noises, it has bad contacts in the timer.

Just don't be too violent and snap off your knob. :)

Thanks. I've been monkeying around with the timer. I tried your suggestion and it has worked for the time being. I'm sure the contacts have become pretty charred and corroded over all these years.
