Admiral aav7000aww agitates but won't spin

Hey guys, my Admiral washer stopped agitating or spinning but did drain so I replaced the thrust bearing kit. After reinstalling everything the washer will agitate but not spin and actually agitates during the spin cycle now, and it seems to be due to the fact that the plastic cam is too tight and will not turn far enough to get the position indicator arrow in between the indicator ridges on the pulley. I used the thin washer that came with the kit and it was all I could do to get it on. If I take the washer off completely and just use the e-clip, the cam will turn far enough to get the indicator arrow almost to the ridges but not far enough to get the brake to engage/disengage, so what happens is regardless of which way I turn the pulley, all I get is agitation and the drum never spins. As a test, I manually pushed the cam as far clockwise as I could to force the indicator arrow into the correct location and while holding it there, if I spun the pulley the drum would spin correctly. Am I missing something here or what? Everything seems to be in the right place but it's just not working like it's supposed to. Any help would be appreciated.
