Let me start by saying, I'm an HVAC service tech, so I'm mechanically inclined, but haven't worked on many other household appliances. The model # is PLW8203L2 and I think the serial # is 9407014117

The washer will fill fine, but when it goes to agitate it will try to turn the drum maybe a quarter turn but very labored and slow. Then when it goes to turn the other direction you can hear the motor continue to run and it sounds like the transmission is changing direction, but the drum won't spin. It really does sound very normal, other than it not agitating. It does go into spin cycle just fine.

I haven't torn it apart to look at it yet, I figured I would pick everyone's brain on here about the symptoms first. From what I've read, its the Drive Block/Belt (most likely from what I can tell), or the transmission.

This sounds very much like the transmission. If you operate it with the front panel off and the motor is running but the agitator is not moving during the agitation stage that strongly suggests the tranny.
