All was fine. A lightening/thunderstorm came through and the next morning I noticed the lid lock light blinking as I went out the back door. Unplugged and plugged back in and it stopped but the first load of laundry I tried only filled and drained. The light blinked non-stop again. I do not even know where to start with part replacement. HELP! Called the place I bought it and they said they had been having many problems with this but gave no help. Machine is 13 months old.

Your model number does not come up so we are not sure what machine you have. Also, in addition to the light blinking, is the machine not operating at all, or does it operate partially?
Even though it is one month out of warranty I suggest you contact customer service and see if they will provide service for free or at a reduced price. And check and see if your homeowners insurance covers the damage.

I finally found the correct number. ATW4676BQ0 The machine will fill properly but will not go forward from that point. If I cancel the wash it will drain but will not spin. Lid lock flashes till unplugged. (I only let it sit for about 45 min. before canceling cycle.)

Hard to tell, these machines are very difficult to diagnose but sounds like maybe the locking mechanism is damaged. Use the tech notes that should be inside the lower service panel to do some testing.
Again, suggest you call manufacturer and see what they will do for you. Also, this may be covered under your homeowner's policy although the deductible may be too high to make a claim worthwhile.

I looked inside, top, bottom, right and left and found no tech information. I did go ahead and order a lid lock system. It did not help. The machine came on as it has been and made a loud humming sound for a few seconds and did the same thing. What is next? The machine still fills and drains but will not agitate or spin. Also called maytag. They said..."sorry".

Also, the fill light blinks after it fills and that is where it stays until I cancel the cycle. Then it drains but will not spin (lock safety I am sure).

Ok, well look in the console or under the top for tech notes. They are supposed to be there, see this diagram Parts for Admiral ATW4675YQ0 / : Top and Cabinet Parts - AppliancePartsPros.combut if you canot find them go back to Maytag and get them to send you a copy. As I said, these machines are just incredibly hard to diagnose with their electronics, impossible without the tech notes. You can try replacing the control unit and if you buy from this site and the part is not needed you can return it.
