My GE washer fills properly and completes the wash cycle but the rinse cycle only fills about 1/3, the agitator starts and runs for 5 seconds or so, then everything stops. The timer eventually moves on to the drain and spin cycles. All three program choices do the same thing.

That is normal operation for this model. That's how they meet the latest government water/energy usage requirements.
