I own a Whirpool Washer machine model LSC6244AW0. I noticed that when the machine is on, the washer agitator spins (bottom) while the Agitator Auger (top) does not spin. It usually sits in place and sometimes, when I have a full load, it spins very slowly only because the bottom agitator creates a motion. When the washer is not running, i am able to spin the agitator auger with my hand. All other parts are running fine.

Please advise me on solving this issue, with any replacement parts need.

You need to replace the agitator dogs. These drive the auger in the clockwise direction when the lower agitator goes in the clockwise direction. The auger is only driven in the clockwise direction so you should normally be able to rotate it clockwise but not counterclockwise.
