Open the control panel and disconnect the hose from the water level pressure switch. See if washer will now start filling. If not, and it just starts agitating, replace the pressure switch. If it does start filling, check the hose and air chamber where hose connects to side of outer tub. Check for clogging of hose and air chamber and clear out gunk if found.

pressure switch was stuck. working fine now. Thanks for the info!
