Top old GE washer is noisy during agitation. I've run it without the belt and know the issue is not the motor and have also replaced the belt. What's next to check and how? Thanks in advance.

Operate it with the cabinet off and listen for the noise in the transmission.

Easy enough, what's the best way to tell if it's the transmission vs. a bearing?

The bearing is a problem that usually impacts the spin cycle. If there is an intermittent noise it could be something in the drive shaft, but I expect that you will hear the noise coming from the transmission.
